Old Junior High / PAC / Ag / Ind Tech Building Condition Overview

Originally constructed in 1929, with small additions in subsequent decades, this building faces significant challenges. The most pressing issue is that any improvement made to the structure will trigger the requirement to bring the entire building up to current code, a daunting task given the many changes in building and safety codes since 1929.

Key Issues:

ADA Compliance Deficiencies

  • Restrooms, entrances, and elevator access do not meet ADA requirements.

  • The building lacks accommodations for individuals with mobility challenges due to multiple levels.

  • The current elevator requires significant ongoing maintenance costs.

Safety and Security Concerns

  • The building has no secure entrance and no on-site office staff to monitor access.

  • Fire suppression systems, lockdown infrastructure, and general security measures are outdated or nonexistent.

  • Students must cross a public street to access agriscience and construction classes, creating a daily safety risk.

Building Envelope Failures

  • The roof, masonry, caulking, and single-pane windows all show significant deterioration and will require major investment to meet 2025 standards.

  • Water intrusion throughout the facility has caused door frame decay and internal damage.

Mechanical System Failures

  • The HVAC system is outdated and contributes to poor indoor air quality.

  • Plumbing is deteriorating, with frequent leaks and failing fixtures.

  • In the girls’ restroom, flushing a toilet causes sewage water to leak onto the boiler room floor.

  • The boiler system is aging, and the heating system currently operates at only about 50% efficiency.

  • 9 out of the 24 rooms have failed heating systems.

  • No heating or over heating of rooms is common throughout the building.

Electrical and Technology Deficiencies

  • Inadequate electrical infrastructure limits the use of modern technology.

  • Data and low-voltage systems are outdated and unreliable.

Interior Deterioration

  • Floors, ceilings, cabinetry, and paint are heavily worn and damaged.

  • Ongoing maintenance cannot keep pace with building needs, as the facility is well beyond its usable life expectancy.

Environmental and Health Concerns

  • Elevated radon levels were detected and have been addressed.

  • Persistent water leaks continue to pose risks of mold and air quality issues.

Comprehensive Structural Limitations

  • The entire building would require gutting and reconstruction to meet modern standards.

  • Even with full renovation, students would still need to cross the street between buildings, and the security issue of lacking an on-site front office would remain unresolved.

  • Even with modernization and renovation the original building footprint would not allow for the current minimum standard classroom square footage requirements.
